Cannabis advocate Andrea Pellacani of Grassroots Guam made the same point to The Guam Daily Post last week, citing Conant v. Walters, a federal case which she said affirms the right of physicians to recommend medical marijuana. “There is no prescription,” Pellacani said. “It's a recommendation.”.
